Vectio as a part of a consortium led by ALMEC, has been commissioned by the Japanese International Cooperation Agency (JICA) to help strengthen Sarajevo’s public transport system through a Technical Assistance project.

Vectio, in support of the consortium comprising ALMEC – NIPPON KOEI – OCG, has signed a contract with JICA to provide technical assistance and consultancy services to the Ministry of Traffic of Sarajevo Canton to help strengthen the public transport system through capacity building and operational capacity improvements.

For the next three years (2020-2023), Vectio and our partners will be supporting the project beneficiary – the Ministry of Traffic for Sarajevo Canton – by undertaking various activities under four core activity groups comprising:

Activity 1: Revision of public transport policy, strategy and regulation

Activity 2: Improvement of operators’ management capacities

Activity 3: Development of rehabilitation and replacement plan for tram tracks, depots and the municipal public transport fleet, including buses and trams

Activity 4:  Formulation of comprehensive programs and initiatives to promote usage of public transport.

According to surveys commissioned by JICA from March 2019 to January 2020, the public transportation mode share is relatively high (35%) on weekdays but this mode share has been in gradual decline over the past decade due to a variety of reasons, including the degradation of public transport service quality, insufficient investment in services and assets, and growing operational inefficiencies. This project therefore is to help improve the capacity of the Ministry of Transport of Sarajevo Canton and the incumbent public transport operators by introducing a step-change in the quality of urban public transport in the Canton, encourage a modal shift in favor of public transport and consequently to contribute to the reduction of air pollution from the transport sector.

Vectio’s experts will contribute to all aspects of the study but will primarily be overseeing the fleet planning, operations and replacement aspects of the study. Lastly, in addition to working closely with our partners and the Canton, we will be closely supporting the technical staff from the municipal operator, GRAS on all matters related to fleet planning, maintenance and operations.
