Traffic impact study for new road access to Santiago de Chile airport

The work was developed for the demand and revenue analysis of the bidding process for the public works concession of the Road Access to Arturo Merino Benítez Airport (AMB), international airport of Santiago de Chile, by the Ministry of Public Works (MOP) of Chile.

The concession in bidding corresponded to the maintenance and operation of the existing concession of the access through Avenida Armando Cortinez Oriente and the construction of the pending works of the new North access to the Santiago Airport together with the operation of the 10 kilometers of total length, with an approximate total value of 38 million US dollars.

This work was intended to cope with the increase in passenger and cargo flows linked to the growth plans established for the airport operation concession (Nuevo Pudahuel was inaugurated at the end of 2021). A parallel objective is to improve road connectivity (entrances and exits) to the country’s main airport and ensure the resilience of access to the airport.

The work contained in several of the following scopes of advice developed by Vectio in its preparation of tender offer; to be executed in three distinct time phases:

  • A study of the situation of road access and traffic demand in the section and the potential demand that will be attracted by the new northern access to the airport. This also took into account the growth that the airport’s air traffic will experience with the construction of the new terminal, dedicated exclusively to international travel.
  • Study of the implementation of the second toll on the north access and the performance once the tolls on sections A and B have been put into service. For this purpose, the different payment methods were studied, as well as the tariffs to be applied depending on what the user is willing to pay in relation to the waiting and travel time.
  • Analysis of traffic service levels, road infrastructure, resulting from the capacity offered. The performance of future traffic takes into account the current traffic in addition to the traffic with these average intensities of section B. The calculation of the peak time factors (H30, H100…) that will be used for the sizing of lanes at the toll stations has also been made. The study includes the estimation of distribution factors in the infrastructure by direction and peak hour.
