Langreo’s Sustainable Urban Mobility Plan

Langreo is one of the municipalities with the longest manufacturing tradition in Asturias, as since the mid-19th century it has been characterized by the establishment of important industrial centers that settled in the area thanks to being one of the most important coal mining areas in the country. The population grew exponentially in the first decades of the 20th century and in order to accommodate the newcomers, neighborhoods were created for the workers, which together with the new population centers formed a municipality with different parishes very close to each other. In addition, the orography of the Nalón riverbed meant that the slopes of the valley were also inhabited, constituting a major challenge for urban mobility, which also has numerous railway lines crossing the council. On the other hand, the good communications network of Langreo makes it a council well connected with the rest of the region by road, where the Mining Highway (AS-I), which crosses from north to south the western part of the council, the AS-17 (Avilés – Riaño) and the AS-117 (Riaño – Puerto de Tarna) are of special relevance.

In 2022, the , which was presented with these priorities:

  • Achieve a quality collective transport, competitive and integrated against the private motorized vehicle, based on the data collected and the various surveys carried out at stations and on board public transport.
  • Promote pedestrian mobility by creating safe, comfortable, functional and accessible routes and spaces for mobility on foot.
  • Manage the parking supply as a tool of exchange towards other more sustainable modes of transport, combining regulated parking on the surface and below ground level together with dissuasive parking at the entrances to the urban centers of the council, and implement measures to ensure the minimum provision of places for loading and unloading, places for reduced mobility and places for electric charging.
  • Inform, train and educate on the principles and objectives formulated in the Plan through the structured and permeable citizen participation process, which involves all the actors of mobility in Llanre.
  • Adapt municipal regulations to the new mobility criteria, following the guidelines resulting from the Sustainable Mobility Plan.
  • Promote the rational use of the private motor vehicle, encouraging it only for trips where, following the improvement and optimization of urban and interurban public transport, there is no competitive connection option in terms of time and frequency.
  • Encourage the use of bicycles as a regular mode of transportation in a way that is compatible with pedestrian and vehicular traffic, and ensure coexistence between the different modes.
  • To achieve an agile and orderly urban distribution of goods and products. The trips generated by this type of mobility should not affect the flow of traffic in the urban center and residential centers.
  • Promote intermodality to balance the growing trend of car use and compensate for the large differences in modal split, generating a balanced and efficient operating model that meets the transportation needs of citizens.
  • Integrate the long-term strategic lines of mobility in the configuration of the urban public territory, evaluating the connection to the road network, public transport, pedestrian and cycling in all developments planned by the City Council of Langreo, both in those included in official documents such as the General Management Plan (PGO) of the Council of Langreo, as in those that are currently under study and processing.
